Election of Chair

To elect a chair for the ensuing meeting


It was agreed at the previous meeting of the Harrington Harbour and Dock Board that Councillor Harrington would be elected permanent Chair.

The Harbourmaster provided the Board with an update on the issues surrounding Harrington Harbour.


The annual inspection of the Navigation Lights will be carried out in November 2019. The Harbourmaster confirmed that all the lights are in working order.


The Resilience and Safety Manager advised that the Conservancy Policy was to be reviewed and that the policy would be presented for agreement at the next meeting.


It was confirmed that the dredging of the Harbour would take place in Spring 2020, in preparation for summer use.


In relation to abandoned boats, a request has been made to Community Services to assist with the clear up.


The Harbourmaster advised that the Harbour Boat requires repairs to be made to the gearbox, this will be costed and the necessary repairs made.


New seats will be installed around the Harbour; these have been provided by Workington Town Council.


Members then discussed the West Quay area as it was confirmed that the compound area will be maintained on a quarterly basis.


Members also requested that a member of the Legal Services Department attend the next meeting to ensure the Board are meeting statutory and legal requirements.

Budget Update

Verbal Update


Members discussed finances and acknowledged that the Harbour was currently operating at a loss, due to costs of maintenance against the minimal income generated from mooring fees.

The Safety and Resilience Manager presented the General Risk Assessments for the Harbour. Once these are finalised they will be issued to all mooring holders.


The Harbour Health and Safety Management System will be reviewed by the end of the Financial Year.



Vacant Posts

To discuss the vacant posts of Harbour Commissioner and Public Representative to the Harrington Harbour and Dock Board.




Members requested that the role of Harbour Commissioner is to be advertised along with the vacancy for another Public Representative.



Schedule of Meetings

To agree the remaining meeting dates for 2019/20


Members agreed that the next two meetings will be held on the following dates and times.


Friday 6th December 2019, 10am

Friday 13th March 2020, 10am.


Any Other Business


Members discussed forward plans for the Harbour, including ways to generate income. It was agreed that a business plan will be prepared to apply for funding so that works can be carried out to the Harbour including potential commercial ventures.


Members agreed that Harrington Harbour should have its own standalone website/webpage which will include the minutes of meetings, legal documents, risk assessment information as well as visitor/tourist information. This will be explored and an update will be provided by officers at the next meeting.
