Footway Lighting Working Group Update

To receive an update from the Working Group and review progress.


Councillor M Heaslip attended as Portfolio Holder to update members of the Scrutiny Sub-Committee in respect of the removal of footway lighting units by Electricity North West Ltd and the actions to date of the Footway Lighting Working Group.


The Portfolio Holders informed members that all Parish Councils that had lost lights had been contacted and asked to clarify if there was a need for the removed lights to be replaced. Priority was given to the Town and Parish Councils which responded to the Senior Policy and Performance Officer’s initial consultation in April 2014.


The Portfolio Holder explained that it was difficult to plan ahead and that the stance had been taken to consider replacing lights as and when they were removed.


Members were informed that town and parish councils would eventually need to accept responsibilities as lighting authorities for the footway lighting within their town/parish and include this in precepts. A number of options were available for how footway lighting would be funded:


·  Allerdale Borough Council could continue to fund the energy and maintenance costs while the Town and Parish Councils pay the costs for all future replacements of lighting

·  Town and Parish Councils take on the costs of energy and maintenance of lighting while Allerdale Borough Council would pay the costs for all future replacements of lighting

·  Allerdale Borough Council and the Town / Parish Councils each pay half of the costs for the funding of footway lighting including costing for the energy, maintenance and replacement of lighting


Different options could be taken up by towns and parishes individually.

These proposals were to be discussed with Cumbria Association of Local Councils.


The Scrutiny Sub-Committee noted the options that were presented. It was decided that another meeting of the Sub-Committee should be held following the next planned meetings of the Footway Lighting Working Group and Cumbria Association of Local Councils.


Members noted the update.


Agreed – That a meeting of the Scrutiny Sub-Committee: Footway Lighting Review be arranged at a date that follows from when the Footway Lighting Working Group and Cumbria Association of Local Councils have held their next meetings.
