Portfolio Presentation by Executive Member for Corporate Resources (Property & Finance)

Minutes:

Councillor Barbara Cannon, Executive Member for Corporate Resources provided an overview of her Portfolio, advising that a large part of her portfolio involves the budget but also covers corporate issues and property.

 

Councillor Cannon explained how the Overview and Scrutiny Committee can contribute to the budget through the budget working group. She went on to explain that the budget working group helps Executive Members in particular with volatile budgets. To support officers, training has also been made available to support budget holders.

 

Councillor Cannon answered questions from the members, advising that budgets are set aside for legal challenges, and that the budget is closely linked to the council plan. Councillor Cannon also answered questions relating to council assets and contributed to debate relating to profit and loss figures shown in the budget.

Council Plan Update

Minutes:

The Policy Manager presented an update of the 2019 – 2023 Council Plan. The plan is currently in the draft stage, following resident’s surveys and consultations. The new plan will have 3 main themes;

 

·  Economic Opportunity and Growth

·  Quality Places to Live

·  Stronger and Healthier Communities

 

The officer then went on to explain the current and future challenges facing the council, including financial, funding and the use of online technology.

 

The Policy Manager then answered some general questions from members, also confirming that the draft Council Plan had been circulated to all members as part of the consultation process.

Forward Plan

Minutes:

Following a question to the Policy Officer relating to the Allerdale Investment Partnership (AIP), the Committee discussed whether the AIP should be added to the work programme. The Policy Manager confirmed that this is something that could be decided once a new committee is in place after the 2019 Election, with the potential for a full task and finish group specifically for the AIP.
