Minutes:

Members noted the Executive’s Forward Plan of Key Decisions.

 

Members discussed the Extension of Memorandum of Agreement, Solway Coast AONB Partnership decision, taken by the Executive on 18 April 2018. It was noted that the partnership had evolved over the years and Members considered it may be worthwhile setting up a task and finish group to look into it. It was agreed that an item be added to the Committee’s work programme.

Minutes:

Members reviewed the Overview and Scrutiny Committee’s progress made toward the seven recommendations in the Local Government Association’s Overview and Scrutiny Peer Review Feedback Report March 2017.

 

Members noted the Committee’s achievements measured against each of the recommendations and discussed how to promote this to the wider Council and the public. It was agreed that an annual report would be produced to Council, setting out key topics which the Committee had looked at throughout the year and its findings, linking to the relevant Committee reports. It was also agreed that an officer from the Communications and Marketing team be invited to a future meeting to talk about the best approach to promoting the Committee’s work to the public.

  1. the Policy Officer (Scrutiny and Partnerships) liaise with the Communications and Marketing team to promote the work of the Overview and Scrutiny Committee.

Minutes:

Members noted a report containing background information on the Allerdale Social Impact Investment Fund. This had been requested at the Overview and Scrutiny Committee meeting held on 9 March 2018.

 

Members considered that more information on the Social Impact Investment Fund was needed and felt that it had not been widely publicised enough. It was agreed that the Committee be provided with further information on the Allerdale Social Impact Investment Fund, specifically around how it worked, how it was operated and the criteria on applying for a grant through the fund.

Task and Finish Group/Working Group Updates

Minutes:

Members received updates on the Community Services Business Model Task and Finish Group and the Performance Task and Finish Group.

 

The Committee agreed that the Quarter 4 meeting of the Performance Task Group become a joint meeting with the new Budget Task and Finish Group to consider the end of year financial performance.

Update on recent relevant government reviews and publications

Minutes:

The Policy Officer (Scrutiny and Partnerships) provided Members with an update on recent government reviews and publications.

 

Members were provided with information on the Government Response to the Communities and Local Government Committee First Report of Session 2017-19 on the Effectiveness of Local Authority Overview and Scrutiny Committees, published March 2018. The report contained recommendations from the Communities and Local Government Committee and Government’s response to the recommendations.

 

The Policy Officer (Scrutiny and Partnerships) was asked to circulate the report to members of the Committee.

 

Members were informed about the Committee on Standards in Public Life’s local government ethical standards: stakeholder consultation which was to close on 18 May 2018 and also the Department for Digital, Culture, Media & Sport’s civil society strategy engagement exercise which was to close on 22 May 2018. The Council planned to set up sessions for Members and officers for input on its response. The Policy Officer (Scrutiny and Partnerships) agreed to send details on these sessions to Members.

Minutes:

Members noted the Committee’s work programme for 2018/19.

 

Members agreed that an update on the Allerdale Investment Partnership be included in the programme, specifically around what the partnership had achieved since its inception and what it had planned for the future.

 

Members agreed that an item be included in the programme regarding the establishment of a task and finish group to look into the Solway Coast Area of Outstanding Natural Beauty (AONB) partnership.
