The minutes of the meeting held on 11 August 2017 were agreed as a correct record.

 

Members considered the minutes of the meeting held on 20 September 2017. Councillor A Pitcher asked that it be noted he asked for a review of the council’s procedures on important decisions being taken.

 

Councillor J Farebrother moved that the minutes be agreed as a correct record. Councillor A Pitcher seconded the motion. A vote was taken – only those who were present at the meeting on 20 September took part in the vote – 3 voted in favour, 1 against and 1 abstention. The motion was carried. The minutes of the meeting held on 20 September 2017 were agreed as a correct record.

To focus on raising standards in the private rented sector and reducing the number of long term empty homes.

Minutes:

The Head of Housing and Health and Strategic Housing Manager provided members with a presentation on the Council’s Housing Strategy.

 

Members agreed to add scrutiny of the Housing Enforcement Policy into the Overview and Scrutiny Work Programme 2017-18.

Minutes:

Members noted the Forward Plan.

 

With regard to the proposed new recycling model in Allerdale – it was proposed that the Community Services Task and Finish group consider the item and report back to the Committee on it.

 

Members asked for it to be noted that the Overview and Scrutiny Committee had asked to be involved in the decision making process around the Revised Revenue & Capital Budget 2017-18, Calculation of Council Tax Base 2018/19 and Quarterly Performance Report items. The Acting Scrutiny Officer said that a Task and Finish Group would be set up to look at these items in November 2017.

 

Members asked for more information on the Museums’ Collections Disposals Policy.

Minutes:

Members were provided with an update on the work of the Community Services, Performance and Tackling Poverty Task and Finish Groups.

a)  Consideration of setting up a task and finish group to monitor the budget setting process

b)  Identification of areas of interest for scrutiny of the Business Growth strategy at the November Committee meeting

Minutes:

Members noted the Overview and Scrutiny Work Programme 2017-18.

 

The Acting Scrutiny Officer proposed that the Committee set up a Task and Finish Group to consider the Budget Development 2018-19 item at its meeting on 3 November 2017. Members agreed.

 

Members agreed to include scrutiny of the Housing Enforcement Policy in the work programme for 15 December 2017.

 

Members agreed to move the scrutiny of delivery of the Customer Access Strategy item onto 26 January 2018.

 

Members considered whether the membership of the Overview and Scrutiny Committee needed to be increased to aid in increasing the memberships of the Task and Finish Groups. The Acting Scrutiny Officer said that there was an opportunity to feed this into the Overview and Scrutiny Committee’s bi-annual report to Council.
