Welcome to Community Commissioner on the Harrington Harbour and Dock Board

Members welcomed Michael Messenger, who was appointed Community Commissioner on the Harrington Harbour and Dock Board on 23 November 2015.

Minutes:

G Doran, Harbour Master presented the Board with a report on current issues with regard to the Harrington Harbour.

 

The Board discussed the issues within the report.

 

G Doran, Harbour Master informed members that during recent storms, a large section of sandstone had been removed off the top of the pier and damaged a section of handrail which needed to be repaired. T Hurst, Building Surveyor agreed to look into this.

 

Following discussions around the recent flooding across the borough, Councillor B Cannon raised concerns that the pumping station that pumped water into the river may have not been working correctly. B Chambers, Corporate Health and Safety Officer agreed to ask the Environment Agency to run more samples on the water in the river.

 

C Grant, Community Commissioner asked if there had been progress on finding out who owned the land around the harbour. T Hurst answered that the land belonged to Network Rail. Councillor B Cannon asked T Hurst to contact Network Rail to ask if the Board could be allowed to arrange for the land to be tidied and a feature installed.

 

Board members noted the report.

 

The Board noted that a letter had been received from the Harrington Sailing and Fishing Club with regard to the discussion that was had at the previous meeting about complaints sent to Sue Hayman, MP for Workington Constituency. The Building Surveyor informed members that the complaints were in fact a petition that was submitted to the Council.

It was agreed that:

 

a)  T Hurst, Building Surveyor look into fixing the damaged section of handrail

 

b)  B Chambers, Corporate Health and Safety Officer ask the Environment Agency to run more samples on the water in the river

 

c)  T Hurst, Building Surveyor contact Network Rail, asking if the Board can be allowed to arrange for the land to be tidied and a feature installed

10.

Budget Update

Minutes:

T Hurst, Building Surveyor provided the Board with an update on the budget for Harrington Harbour.

 

The coastal budget was still being used for the harbour and around £8k would be required for the work needed to clean the harbour out along with repairs and replacements.

 

In response to a letter received from Sue Hayman, MP for Workington Constituency, a chain was to be placed across openings at the harbour.

 

In total, the amount for the works needed to be done to the harbour was between £13-14k.

 

The Board agreed that there would be no increase to mooring fees at the harbour 2016/17 and that the option to pay fees monthly be made available.

Safety Management System Framework

Minutes:

B Chambers, Corporate Health and Safety Officer informed the Board that he hoped to complete the Safety Management System Framework within the following months.

 

G Doran, Harbour Master agreed to meet with B Chambers to discuss the framework.

Health and Safety

Minutes:

B Chambers, Corporate Health and Safety Officer informed the Board that there were no issues to report with regard to health and safety at Harrington Harbour.

13.

Resignations of Board Members

To note the resignations of Tony North and Marjorie Rae from the Harrington Harbour and Dock Board.

Minutes:

The Board noted that resignations had been received from two of its members, Tony North and Marjorie Rae.

 

Although the two had resigned from the Harrington Harbour and Dock Board in May 2015, their resignations had not formally been accepted at a Board meeting.

 

Members accepted the resignations.

It was agreed that the resignations of Tony North and Marjorie Rae from the Harrington Harbour and Dock Board be accepted.
